Airbus finishes first batch of 32 OneWeb refresh satellites in Toulouse
Airbus Defence and Space has completed the first 32 satellites in Eutelsat's OneWeb refresh program at its Toulouse, France facility and prepared them for shipment to a SpaceX launch, the companies announced on Oct. 2, 2026.
The 32 spacecraft are part of an order Eutelsat placed in late 2024 to extend OneWeb service with a 100-satellite extension. Eutelsat has since ordered additional refresh satellites; the operator has ordered a total of 669 new OneWeb satellites to support service continuity. Eutelsat did not specify a launch timeframe for the newly completed batch.
These spacecraft are the first OneWeb satellites built in Toulouse. Airbus moved manufacturing from the former Airbus OneWeb Satellites joint-venture facility in Florida to France. In a release quoted by Satellite Today, Alain Fauré, head of Space Systems at Airbus Defence and Space, described the delivery as "a symbol of our industrial relocalization as well as the confirmation of our high volume, high cadence satellite delivery capability and credibility."
Eutelsat CEO Jean-François Fallacher said the delivery demonstrates Europe's "ability to build and sustain a global LEO capability." The OneWeb constellation was initially completed in 2023, and the last OneWeb launch before this announcement carried an additional 20 satellites in October 2024.
Why these refresh satellites matter
Refresh satellites replace or augment existing spacecraft in a low Earth orbit (LEO) communications constellation to maintain capacity, resilience and technical performance. Eutelsat's decision to place a large refresh order—first 100 satellites in late 2024, and later expanding to 669—reflects the operator's intent to ensure continuity of service for OneWeb customers worldwide.
Airbus' shift of manufacturing to Toulouse signals a geographic and industrial realignment. The move from Florida to France places high-volume OneWeb production inside Europe's aerospace industrial base, reinforcing local supply chains and manufacturing expertise within Airbus Defence and Space.
Launch and logistics
The 32 satellites are slated for shipment to a SpaceX mission; Eutelsat did not provide a precise launch date. SpaceX has been OneWeb's principal launch partner historically, and the announcement aligns with a continuing pattern of commercial operators relying on dedicated or rideshare launches for LEO constellation replenishment.
Context within the satellite market
OneWeb's original constellation was declared complete in 2023, and occasional subsequent launches have added spare capacity or extended coverage. The October 2024 launch added 20 satellites to the network. Eutelsat's refresh program, including the 669-satellite total order, represents one of the larger refresh commitments announced in recent years and underscores the continued demand for managed global LEO connectivity services.
For Airbus, delivering 32 satellites at once supports its claim of "high volume, high cadence" production. The company is positioning its Toulouse facility as a centre for steady, large-batch satellite manufacturing—an important capability as operators plan multi-hundred-satellite programs that require rapid, reliable delivery of flight-ready spacecraft.
Implications and near-term outlook
Completing and shipping these satellites keeps Eutelsat and Airbus on the critical path toward maintaining OneWeb's operational footprint. The lack of a specified launch date leaves timing uncertain, but the selection of SpaceX for launch is consistent with historical practice and with SpaceX's active manifest for LEO missions.
From an industrial perspective, Airbus' relocation and the scale of Eutelsat's refresh orders could influence European satellite manufacturing capacity and competitiveness. By manufacturing the first batch in Toulouse, Airbus has demonstrated an ability to shift and scale production across facilities, a capability that may be important for future large-quantity contracts.
